James chan
Hong Kong Housing Society
Mr James Chan joined Hong Kong Housing Society (HKHS) in December 2018, and has been serving as Chief Executive Officer and Executive Director since April 2020. Prior to that, he was the Chief Executive Officer of Po Leung Kuk for six years. He had also served in the Hong Kong Government for 20 years, working in various bureaux and departments at directorate level including Commerce and Economic Development Bureau, Home Affairs Department and the Administration Wing of the Chief Secretary for Administration’s Office.

Mr. Wenqiang Zheng currently serves as the Chairman of Zhuhai Xindongsheng Group Co.,Ltd., Zhuhai Gree Commercial Air Conditioning Co., Ltd., and several affiliated companies in Hong Kong and Macau. Mr. Zheng alsoolds numerous public positions in the Greater Bay Area, including the Standing Committee Member of the Zhuhai Municipal Committee of the Chinese People’s Political Consultative Conference and Chairman of the Hengqin Guangdong-Macau In-Depth Cooperation Zone Federation of Industry and Commerce. Mr.Zheng is deeply committed to industrial development, actively participating in public welfare and charity, and is dedicated to promoting economic and trade exchanges between Hengqin and Macau, as well as the integrated development of the Greater Bay Area.

Kar-kan Ling
Professional Planner
Prof. Ling Kar-kan is a professional town planner. He was the Director of Planning of the HKSAR Government (2012-2016), President of the Hong Kong Institute of Planners (2007-2009), Director of the Hong Kong Cyberport Management Company Limited (2017-2023) and Chairman of the Country and Marine Parks Board (2019-2025). He was awarded the Silver Bauhinia Star and InnoStars Award 2021. He served HKSAR Government as the Strategic Planning Advisor for Hong Kong/Shenzhen Cooperation (June 2021 – February 2022) for the formulation of the Northern Metropolis Development Strategy. Prof. Ling is also appointed as an expert member of a number of planning and development related consultation committees for Shenzhen, Nansha, Hengqin and Qianhai in the Mainland China.

Dr Winnie Tang, MH, JP, is an Adjunct Professor in the School of Computing and Data Science; Department of Geography, Faculty of Social science at the University of Hong Kong (HKU). She is a local IT entrepreneur from Hong Kong who has almost 30 years of experience in the Information and Communications Technology (ICT) industry. Dr Tang is the Founder and Chairman of Esri China (Hong Kong) Limited, which is an international office of Esri, specializing in geographic information system (GIS) technology. Dr. Tang believes that smart city starts with smart planning. With her professional knowledge and extensive experience in smart city and spatial analytics, she has been appointed by the government to participate in a number of advisory works related to urban planning and new development areas of Hong Kong in recent years, including member of Common Spatial Data Advisory Committee, member of the Expert Advisory Panel for the Study Related to the Artificial Islands in the Central Waters and member of the sixth term of the Lantau Development Advisory Committee. She is also the current Honorary Fellow of HKU’s Centre of Urban Studies and Urban Planning.

Larry Ng
Board of Architects, Singapore
Larry Ng is currently the Board Member of Board of Architects, Councillor of World Design Business Organisation, WDBO World Council and the Honorary Fellow of the Urban Systems Institute of The University of Hong Kong. He is the former Group Director of Urban Redevelopment Authority, the national landuse planning and conservation authority in Singapore. He is also the former Commissioner General, Singapore Pavilion, Expo 2020 Dubai UAE and the former Prize Secretary, Lee Kuan Yew World City Prize. Mr Ng has extensive experience in the planning, design and implementation of public housing in Singapore. In his long career with the HDB, he has been involved in the master planning of new towns and design and supervision of various types of projects including high rise public housing, commercial, industrial, institutional, Main Upgrading Programme (MUP), Hawker Upgrading Programme (HUP) and studio apartments for the elderly. With more than 20 years’ experience as an architect, Mr Ng has introduced many innovative design solutions to bring up the standards of public housing which is comparable to those of private housing.
